Specific bi-lateral co-operation activities between the Council of Europe and the Ministry of Youth and Sports of the Republic of Azerbaijan were included for the first time in the Council of Europe Action Plan for Azerbaijan for 2016-2017. They are grouped under the project Capacity Building of Youth Leaders and Activists from Azerbaijan, Human Rights Education and Democratic Citizenship.

 

Action Plan

The Action Plan is focused on human rights education and democratic youth participation and is based on the training of trainers and multipliers, and the provision of educational resources in the Azerbaijani language. Its mains activities are:

  • Compass Long-term Training course on Human Rights Education and Democratic Citizenship with Youth Leaders and Activists
  • Have Your Say! Training on Democratic Citizenship and Youth Participation for Specialists from Authorities Working with Young People and for Representatives of Non-governmental Youth Organisations
  • Translation and publication of Compass, a manual for human rights education with young people
  • Translation and publication of Have Your Say!, a manual on the revised European charter on the participation of young people in local and regional life
  • National Forum in human rights education on the occasion of the launch of the Azerbaijani versions of Compass and Have your say!

 

The project strengthens the importance of human rights education in youth work and youth policy through the creation of an informal network of youth trainers able to work with young people using non-formal and human rights education approaches.

It also supports non-governmental youth organisations in their role as stakeholders and partners in youth policy, and in the implementation of the Council of Europe’s Charter on Education for Democratic Citizenship and Human Rights Education.

Specific bi-lateral co-operation activities between the Council of Europe and the Ministry of Youth and Sports of the Republic of Azerbaijan were included for the first time in the Council of Europe Action Plan for Azerbaijan for 2016-2017. They are grouped under the project Capacity Building of Youth Leaders and Activists from Azerbaijan, Human Rights Education and Democratic Citizenship.

The project was focused on human rights education and democratic youth participation and is based on the training of trainers and multipliers, and the provision of educational resources in the Azerbaijani language.

The translation and availability of “Compass” and “Have Your Say!” in Azerbaijani language played a central role in this project as it should result in a wider group of competent and experienced of youth leaders, trainers and multipliers capable of reinforcing youth organisations and youth work in Azerbaijan through participatory and human-rights based approached.

The National Forum on Human Rights and Citizenship Education with Young People in Azerbaijan is a culmination point of the above-mentioned project and a direct contribution of the partners to support the implementation of the Charter on Democratic Citizenship and Human Rights Education, as well as to disseminate “Compass” and “Have your say!” (also available in Azeri) as valuable tools in the Republic of Azerbaijan.

The Forum brought together partners and actors from the youth, education and human rights sectors to reflect on the state of play of human rights and citizenship education in Azerbaijan. The Azerbaijani versions of the manuals Compass and Have Your Say! were publicly presented at the Forum. 

The Forum was held on 10 December 2018 in Baku and was organised by the Council of Europe Youth Department and the Ministry of Youth and Sport of the Republic of Azerbaijan. It was followed by practical workshops with former participants of the project’s activities on 11 December at Binagadi Youth House in Baku.
